The Minor Counties Championship saw Derbyshire make a rare Finalsappearance, but lose 9-7 to defending Champions Norfolk.The U175 were without their defending Champions, but Devon were worthy winnerson the day against another Lancashire team by 91⁄2to 61⁄2. The U150s saw the closestfinish of the day, with the retiring controller watching two adjacent boards on which aplayer had claimed a draw under Article 10.2 Both games were drawn, leaving a drawnmatch with Notts the winners over Norfolk on board count. Lancashire were successfulin the U125s beating Middlesex 11-5.The U100s saw Essex win against another county who do not often grace the finals,Staffordshire.The Bursar of the College, Mr Andrew Nutter, presented the prizes,with the assistance of Roy Heppinstall, the BCF CEO. The Director of Home Chess madean impassioned plea for someone to take over the running of this event. It was also resolved that thenumber of Directors of the Board of English Chess Federationshall be subject to a maximum of nine persons but shall not beless than five.In line with the details of the resolution the Management Boardrecommends that the structure of the Board of the English ChessFederation together with other ancillary posts shall be as described belowApplications are invited for these posts. The Annual General Meeting of theEnglish Chess Federation is scheduled for Saturday 22nd October 2005.Allapplications must be received by the Secretary of the ECF at the BCFOffice by the firm closing time and date of Noon on Wednesday14th September. Even moreimportant are the proposals that theorganisation should become a company limitedby guarantee and that the Management Boardshould be reduced to a workable size.It is over 35 years since the name change wasfirst advocated: when the Federation wasrestructured in 1978 Council rejected theproposal that the Federation’s name shouldreflect it’s responsibility to English Chess. At thattime we did manage to dispense with the 40plus member Executive Committee and thelaborious Standing Committees: regrettably thenewly formed Management Board thenproceeded over the subsequent years to increasein size and every effort made over the followingyears to reduce it to an efficient business likedecision making unit was thwarted.I would also like to point out that over 10 yearsago the question of member’s liability was raisedand the proposal made that the Federationshould become a company limited by guarantee– but no positive action was then taken.It was in the late 1940s that I became involvedwith the BCF and as many readers will know Iserved in many capacities until 2 or 3 years ago.Throughout this time I advocated the abovepolicies to little or no avail. Other reforms Istrenuously recommended and which wereunacceptable to Council related to individualmembership and finance, and the status of theUnions. Indeed I was told by the then secretaryin 1971 (Ann Hopton) my ideas would take yearsbefore they were accepted. They ensure the ECF’s servicesare available without discrimination onthe grounds of colour, creed, disability,impairment, occupation, race, religiousor political affiliation or sexualorientation and promote equalopportunities in a positive manner.CRB Enhanced Disclosures will berequested for the holders of thefollowing posts: President; ChiefExecutive; Director of Home Chess;Director of Junior Chess and Education;Director of International Chess;Manager of Women’s Chess; Managerof Congress Chess; Manager ofCoaching.All Directors shall make every effort toattend meetings of the Board (approx.6) and of Council (usually 2). Meetings,spread throughout the year arenormally held in major cities onSaturdays from 11.00 to 18.00.Reasonable expenses may be claimed. Ifunable to attend a meeting of theBoard, Directors must appoint anAlternate in accordance with theArticles, who will be in a position toreport on any outstanding actions to beundertaken by the Director and onother important current issues.2. Liaises with memberorganisations.Between meetings of the Board, has itsdelegated authority, in consultationwith the Chief Executive, to managerisks and seize opportunities.Provides overall management anddirection of the ECF Office at Battle. Isaccountable for policy and expenditureon the Yearbook, ChessMoves and theECF Diary. Establishes objectives andstandards of performance for theManager of Finance and ManagementServices, the senior staff appointment.Identifies any staff training,development and welfare requirements.Brings forward recommendations to theBoard on organisation, facilities, or staffchanges.Provides overall management anddirection on ICT (Information &Communications Technology) policy.This covers the development of officeand internet systems, structures andtraining, the development of websitepolicy, the provision of advice to theECF webmaster, the sourcing anddeployment of all ECF hardware andsoftware, the use of consulting services,creating and maintaining an inventoryof all ECF hardware and licenses andensuring that the ECF complies with theterms of all ICT licenses and contracts.The President will report regularly to theBoard on ICT and make suchrecommendations as he considersappropriate for change.Is a member of the Board AwardsCommittee.Chief Executive:Chairs meetings ofthe Board and manages the agendaand documentation for those meetings;assists the President in the preparationof the agenda for meetings of theCouncil. Appoints the MinutesSecretary for all meetings of both theBoard and Council. Ensures he or she isau fait with the ECF Memorandum,Articles, Byelaws and Regulations.Liaising closely with the President andthe Director of Finance, takes the leadwith the Board in the identification ofcorporate strategies and co-ordinatesthe production of the long-termCorporate Plan, the Annual BusinessPlan, the Annual Achievement Reportand the Annual Planning Calendar.Gains the approval of the ECF Councilto these documents. Acts as a primeECF representative to the Departmentfor Culture, Media and Sport andmanages the timely production ofreports to the Department to enhanceand protect the annual governmentgrant to the ECF.Provides ‘hands on’ direction to and co-ordinates the activities of the Directors.Ensures the Board operates within itsagreed strategy and is accountable tothe Board and to the Council for theachievement by the Board of all plans.Ensures all decisions by the Board arefollowed through. Isex officioamember of all Board Committees, withthe exception of the SelectionCommittees. Act at all times inaccordance with Company Byelaws andBoard Regulations.Ensure that up to date rules andinformation on all competitions etc., forwhich they are responsible, are providedto the Office for inclusion in ChessMovesand display on the ECF websiteDirector of Finance:Manages thepreparation of the annual statement ofAccounts of the Company and presentsit on behalf of the Board, duly audited,to the Annual Meeting of Council.Oversees the records kept by the ECFOffice, ensures they are accurate andadequate for accounting purposes andfor the preparation of VAT and otherstatutory returns. Guides the work ofthe accounting staff in the Office,prepares the Federation’s annualbudget, in liaison with the individualECF Directors, the Board and theFinance Committee. Produces for theBoard periodic managementinformation and forecasts of incomeand expenditure; takes remedial action,as may be required, in consultation withthe Chief Executive and the Board. Isresponsible for the collection of GameFee by the Manager of Finance andManagement Services and office staffand provides forecasts of Game Feeincome. Evaluates the various risks towhich the ECF is exposed and proposesto the Board the appropriate course ofaction, including, as appropriate,insurance. Provides general advice tothe Federation on financial matters,taxation, statutory accounts andreporting requirements.Develops the ECF approach tomembership (of all types), membershipfees (including Game Fee) and benefits(including grading and representation)attaching to membership. Consults withUnions, Counties, Leagues andCongresses to ensure that plans areseen as feasible and can beimplemented successfully.CHESSMOVES – JULY/AUGUST 2005Director of Home Chess:Manages,organises and supervises the nationalsystem for grading players both at‘Standard play’ and ‘Rapidplay’ chess.Prepares for publication lists of playersand grades, at intervals to be decided bythe Board, and supports the ‘MasterPoints’ Scheme. Improves systems tofacilitate the efficient and cost effectiveprovision of grading information.Reports and explains progress anddevelopments in the grading system,including any problems encountered, orremedial action necessary.Promotes and encourages participationin the Game Fee Scheme and developsappropriate strategies with the Directorof Finance. Works with the Director ofFinance and ECF Office staff in resolvingany problems that may arise inconnection with the collection of GameFee.Is responsible for the work of theInternational Rating Officer, includingnomination of all players for FIDE titles.Makes recommendations to the Board,in conjunction with other Directors asappropriate, regarding the appointmentof persons for other FIDE titles. Workstogether with the Manager of CongressChess, the FIDE Delegate and the ECFChief Arbiter to advise the Federationon all questions arising in relation toFIDE and the ECU, including the FIDELaws of Chess and other aspects of theFIDE handbook.Has overall responsibility for the:National Counties Team Championships,National Club Championships, NationalCounties Team RapidplayChampionship, County and DistrictCorrespondence Championships, theAdjudication Service, Prison Chess,Chess for the Disabled and Chess forSenior Citizens. Provides delegates toappropriate bodies associated with theFederation such as the British PostalChess Federation and the British ChessProblem Society. Is responsible for anyECF Internet Chess Playing Service.Liaises with the British Universities ChessAssociation.The Manager of Congress Chess isresponsible to the Director of HomeChess.Director of Marketing:Develops andimplements a strategic marketing planaimed at increasing the commercialrevenues of the ECF through a marketresearch led approach to strengthenrelationships with members, Game Feepayers, chess organisers and officials,local and national media, and the widerbusiness community.Develops a strong and clearlydifferentiated brand image for chess,and uses this as a means of promotingthe image of the ECF and of generatingfavourable publicity for the Federation.Develops and enhances the image andperceived value of chess and of thepeople who organise and play thegame.Co-ordinates the search for sponsorsand sets standards for the ECF’srelations with them. Is convener of theBoard Sponsorship Committee.Is responsible for the ‘ECF Book of theYear’, and the ‘ECF Player of the Year’Awards and makes proposals to theBoard for all ECF endorsements.Ensures with the President and thesecretary of the Board AwardsCommittee that these and otherAwards are presented in the way thatattracts the best publicity and reinforcesthe ECF’s relations with local chessplayers and organisers.Director of International Chess:Organises the participation by theFederation or its nominees in openinternational events (other than eventsopen only to players under the age of21 (the responsibility of the Director ofJunior Chess & Education) Makes grantsto events, teams, players and coaches inaccordance with the Annual BusinessPlan and Budget.Arranges such other internationalevents as the Federation may authorisefrom time to time.
